Re: Learning & Skills Council, European Social Fund Objective 3 Co-Financing Programme

You will no doubt be aware that the LSC has recently launched its Co-Finance programme with completed bids to be received no later than 5pm on Friday 17th March 2006. Partners are able to access the Prospectus by logging on to the following site: www.London03.ecotec.co.uk or by telephoning the hotline on 020 7089 1976.

Construction Web is a north London based construction sector partnership encompassing the Upper Lee Valley (ULV) local authorities (LB Enfield, Haringey, & Waltham Forest), LSC London North, Job Centre Plus, CITB, FE Colleges, and private sector representatives. Construction Web aims to do the following:

• Provide construction training & support to unemployed residents of the ULV to get them into work opportunities
• Provide training & support to individual employed residents to upskill them
• Provide business support to construction SMEs/ micros to enable them to meet best practice criteria and access contracting opportunities particularly in the public sector
• Provide workforce development support for upskilling in existing businesses
• Provide a marketing & information mechanisms for all organisations involved in the construction sector in the ULV
• Be a conduit for cross programme referrals, information, and best practice approaches to working in the construction sector

Through developing partnerships and the support of the local authorities, Construction Web is currently agreeing Section 106 local labour agreement processes with each of the 3 ULV local authorities. The aim of this approach is to ensure that Construction Web as a partnership is involved in supporting major capital developments in the ULV and beyond and ensuring that local people are able to access career opportunities through these developments. Construction Web is the agreed conduit for all construction related activities in the ULV and we do retain programme management, job brokerage, business & workforce development, monitoring & appraisal, and finance functions in house. We have a range of partnering agreements with training providers to deliver the construction training element but are always willing to extend and develop this area.

Construction Web is considering submitting a bid to the LSC Co-Finance programme under the following measure:

To provide basic and vocational skills to assist socially excluded people living in social housing estates to secure careers in construction.

All beneficiaries should be 16-64 and unemployed

Priority groups should be:

• BME
• NEET 16-24 at risk of offending or re offending
• Women
• 50+

The project will be targeted to residents living in social housing estates across London.

Partnership arrangements will be particularly carefully scrutinised on both these projects.


Taster programmes providing opportunities to learn

Accredited Skills for Life programme offered to all beneficiaries

Behaviour Management programme

Work placement/ taster provided to all beneficiaries

Job Brokerage service

Delivery of the core elements of the programme should be delivered in established learning centres one per estate

Learning Centres should be in existing partnerships to ensure consistency and quality.

Each project should deliver:
• 1250 beneficiaries engaged
• 1000 Individual Training Plans completed
• 450 accredited Skills for Life qualifications at appropriate level
• 300 CITB CSCS cards
• 300 Accredited Level 2 in Intermediate Construction
• 200 Accredited Level 2 in Intermediate Construction
• 250 jobs

We are seeking appropriate delivery partner(s) from our extended network to partner our bid and we are working on the assumption at this stage that we could lead a north of the Thames London bid (the LSC are expecting two bids across London). As you will know, Construction Web and Urban Futures (programme management) does not deliver training direct however we would wish to partner with delivery agent(s) who are aware, and supportive of, the holistic approach taken by Construction Web in trying to get economically inactive and disadvantaged residents back into construction related employment and training. Construction Web would be the main delivery partner in the Upper Lee Valley (LB Enfield, Haringey, Waltham Forest) area and would include Barnet.

To this end, we are asking all interested delivery partners to complete the simple proforma below and to return to this office no later than Friday 17th February 2006. We will require you to detail how you would deliver the stated outputs above in your area, training venues, marketing, etc. Please also be specific about costs associated with the delivery but taking note that some resources will be required by Construction Web to conduct the monitoring functions, forums, networking, meetings, etc. Please feel free to pass this to others should you feel they are able to contribute.

This process will enable Construction Web and Management Group representatives to assess interest and to work with appropriate partner(s) based on expected outputs/ outcomes and price. To this end, we are calling a meeting of interested parties here at Urban Futures offices on Monday 27th February 2006 at 10.00 am to discuss further. Construction Web will prepare papers for this meeting outlining the offer.

I do hope that you will give this initiative a high priority and that you will forward the completed proformas by the requested date. Please note that this process is a separate process from the co-ordination initiative that Construction Web & Employ ULV is also conducting in relation to the LSC Co-Finance round.
